December 8, 2017 Update

Even though the General Assembly is not in session, we wanted to give you a brief update on some things that are happening in Illinois.  On Tuesday, the state’s chief procurement officer ruled that the recent $12.5 million no-bid contract with McKinsey and Company is not exempt from the state’s competitive bidding rules.  McKinsey was hired as part of a $60 billion program to expand managed health care for Medicaid patients. The Department argued that McKinsey’s services are exempt from competitive bidding because they are necessary to prepare for “an expected lawsuit”.  As a result of the ruling, Comptroller Susana Mendoza notified the Department of Healthcare and Family Services Wednesday that she would not pay the $12.5 million contract with consultant McKinsey for Medicaid-program assistance. The General Assembly continues to review and discuss the new MCO contracts through a series of committee hearings.
The candidate filing deadline for the 2018 elections is now closed.  Here is a link to the updated listing from the State Board of Elections that lists candidates that filed for statewide, congressional and legislative offices.
Two sitting legislators filed petitions this week to challenge incumbent state-wide officers.  Republican State Representative Jeanne Ives filed petitions this week to challenge first-term Republican Governor Bruce Rauner in the March 2018 primary election.  Ives argues she is offering a conservative alternative and promises to deliver on the policy revolution that voters were promised. Meanwhile, Democratic Senator Michael Hastings filed petitions to challenge long-time incumbent Secretary of State Jesse White. White was first elected to office in 1999. Hastings indicated that he plans to run for the office in the event that White, who is 83 years old, decides to retire.  Secretary White confirmed he intends to run for re-election.
Senator Sam McCann announced this week that he will not seek reelection in the fall of 2018.  He will continue to serve until his term expires in January of 2019.
