GOVERNOR’S HIGHLIGHTS:

New Laws: Governor Pritzker signed the following into law:

·        HB 4154, which replaces a jurisprudence exam for pharmacists with an IDFPR-sanctioned module.

·        HB 4890, which creates the Dependencies for Unaccompanied Children Act. 

Governor Issues Moratorium on New Data Centers: Governor JB Pritzker directed the Illinois Department of Commerce and Economic Opportunity to pause processing agreements for the Data Center Investment Program starting July 1. The Governor also outlined a comprehensive framework for Illinois to address the growing impact of data centers on energy affordability and reliability, water resources, and local communities. Existing incentive agreements under the Data Center Investment Program, including those entered into with DCEO before July 1, 2026, will be honored. Read more here.

IDOC Facilities Update: The Illinois Capital Development Board, in collaboration with the Illinois Department of Corrections, announced the ‘RISE IDOC: Rehabilitation and Restoration Inside Safe Environments’ initiative. This project seeks a Progressive Design-Build Entity to design and construct two new multi-level security correctional facilities in Crest Hill, Illinois, with a focus on rehabilitative and gender-responsive designs and the necessary support areas to facilitate successful re-entry into communities.

IDOC intends to keep the Logan Correctional Center operational while minimizing disruptions during the transition. Recent investments have been made to enhance the facility’s power source for improved safety. The transition plan will prioritize safety and include input from staff, individuals in custody, and advocacy organizations.

The VMJV team will oversee the planning, design, construction, and activation of the new facilities, providing guidance on the Progressive Design Build method and ensuring stakeholder engagement throughout the project. Read more here.

Gubernatorial Appointments: Governor Pritzker appointed the following:

·        Chad Hays will continue to serve as a Member of the Educational Labor Relations Board

·        Steven Grossman will continue to serve as a Member of the Educational Labor Relations Board

·        Brandy Johnson will serve as a Member of the Guardianship and Advocacy Commission

·        Keith Page will serve as a Member of the Health Facilities and Services Review Board.

·        Sherman Wright will continue to serve as a Member of the Metropolitan Pier and Exposition Authority.

104TH ILLINOIS GENERAL ASSEMBLY:

The Illinois General Assembly stands adjourned until the call of the Presiding Officers. Veto Session is scheduled for November 17- 19 and December 1 – 3.

OTHER NEWS:

Illinois State Treasurer Michael Frerichs announced a new grant program to support volunteer groups fighting hunger and food insecurity after federal cuts to critical food programs. Charitable Trust Hunger Relief Grants will provide up to $5,000 to volunteer-run food pantries, soup kitchens, and similar nonprofits without full-time employees. Read more here.
